Education for refugees: New research on the experience of three countries

The GPE (Global Partnership for Education) and UNHCR commissioned research on Bangladesh, Rwanda, and Turkey in pursuit of two objectives:

To document what factors in the early stages of response determines whether refugees are included into the national education system, rather than a separate system

To identify factors that can lead to greater effectiveness and sustainability of refugee education responses

The report finds that in all three countries, it is crucial for the government to act in response to the emergency and ensure education planning is in sync with long-term national goals, rather than short-term strategies of emergency response ministries. In the same vein, the collaboration of humanitarian and development partners throughout the entire process helps positively influence the inclusion of refugees into the national education system.
